THE STORY
US DOT SAP Renewal Training now available in six modules

Important, please note:

Except as we describe in each module of this training the requirements of 49CFR part 40 apply. Readers should be familiar with these regulations before attempting to examine the unique differences of how the testing program is implemented in each US DOT administration.

To that extent reuse of these materials for other than the learner’s own personal educational purposes is prohibited without our permission.

This continuing education offering has been developed to provide education specific to US Department of Transportation Substance Abuse Professional (SAP) duties and responsibilities. SAPs were responsible to obtain qualification training and pass a valid national examination by 12/31/03 (as per 49 CFR Part 40). In addition SAPs must obtain 12 CE Credits of US D.O.T. specific Continuing Education every three years from the date of their initial qualification.

Substance Abuse Professionals qualified to provide evaluations for covered employees under US DOT’s drug and alcohol testing regulations must obtain 12 continuing education credits every three years from their initial date of qualification. Learners who complete all six modules will become more familiar with the aspects of the drug and alcohol programs of each of the six transportation administrations; the Federal Motor Carrier Safety Administration (FMCSA), the Federal Railroad Administration (FRA), the Federal Aviation Administration (FAA), the Federal Transit Administration (FTA), the Research and Special Projects Administration (RSPA) and the United States Coast Guard (USCG).

Module One

Module One is designed to provide US DOT drug and alcohol program information on the Federal Motor Carrier Safety Administration regulation of the motor carrier industry. As each of the administrations conduct their drug and alcohol testing programs somewhat differently the offering will help learners understand relevant definitions, who are covered employees, what types of test events are applied, what are the differences in accident-related testing, reasonable suspicion and reasonable cause, employee and supervisory training requirements, differences in testing for drugs and alcohol, and reportable violations. The regulations for this administration are included in the appendix.

Methods: Pretest, Study guide, Posttest and evaluation

Objectives:

  1. Participants will be able to define the prohibitions for alcohol and controlled substance use

  2. Participants will be able to define types of drug and alcohol test events specific to FMCSA.

  3. Participants will be able to describe SAP functions under FMCSA regulations.

  4. Participants will be able to discuss relevant definitions such as actual knowledge, direct observation, stand down, treatment, education, control, employer, and driver.

  5. Participants will be able to discuss the self-admission provisions of part 382

  6. Participants will be able to describe the education and training requirements for drivers and supervisors.

Module Two

Effective August 1, 2001 the Federal Railroad Administration (FRA) amended its regulations to conform to 49CFR Part 40 of the US Department of Transportation Procedures for Transportation Workplace Drug and Alcohol Testing. Module Two is designed to provide US DOT drug and alcohol program information on the Federal Railroad Administration (FRA) regulation of the rail transportation industry. As each of the administrations conduct their drug and alcohol testing programs somewhat differently the offering will help learners understand relevant definitions, who are covered employees, what types of test events are applied, what are the differences in accident-related testing, reasonable suspicion and reasonable cause, employee and supervisory training requirements, differences in testing for drugs and alcohol, and reportable violations. The regulations for this administration are included in the appendix.

Objectives:

  1. Participants will be able to define who is a covered employee under FRA rules

  2. Participants will be able to define Alcohol and drug use prohibitions

  3. Participants will be able to describe SAP functions under FRA regulations.

  4. Participants will be able to discuss relevant definitions such as accident, incident, testing for cause

  5. Participants will be able to discuss the required test events under FRA rules

  6. Participants will be able to describe the education and training requirements for drivers and supervisors.

Module Three

Module Three is designed to provide US DOT drug and alcohol program information on the Federal Aviation Administration regulation of the commercial aviation industry. As each of the administrations conduct their drug and alcohol testing programs somewhat differently the offering will help learners understand relevant definitions, who are covered employees, what types of test events are applied, what are the differences in accident-related testing, reasonable suspicion and reasonable cause, employee and supervisory training requirements, differences in testing for drugs and alcohol, and reportable violations. The regulations for this administration are included in the appendix.

Objectives:

  1. Participants will be able to discuss the drug and alcohol prohibitions under FAA rules

  2. Participants will be able to describe the various test events required under FAA rules.

  3. Participants will be able to describe SAP functions under FAA regulations.

  4. Participants will be able to discuss special procedures for medical certificate holders

  5. Participants will be able to discuss the return-to-duty process

  6. Participants will be able to describe the education and training requirements for covered employees and supervisors.

Module Four

Module Four is designed to provide US DOT drug and alcohol program information on the Research and Special Projects Administration regulation of the transportation research and technology industry (49 CFR Part 199: Drug and Alcohol Testing for Pipeline Facility Employees. As each of the administrations conduct their drug and alcohol testing programs somewhat differently the offering will help learners understand relevant definitions, who are covered employees, what types of test events are applied, what are the differences in accident-related testing, reasonable suspicion and reasonable cause, employee and supervisory training requirements, differences in testing for drugs and alcohol, and reportable violations. The regulations for this administration are included in the appendix.

  1. Participants will be able to define the prohibitions for alcohol misuse and controlled substance abuse.

  2. Participants will be able to define types of drug and alcohol test events specific to RSPA.

  3. Participants will be able to describe SAP functions under RSPA regulations.

  4. Participants will be able to discuss relevant definitions such as covered employee, covered function, operator, reasonable cause and reasonable suspicion.

  5. Participants will be able to describe the education and training requirements for covered employees and supervisors

Module Five

Module Five is designed to provide US DOT drug and alcohol program information on the Federal Transit Administration regulation of the public transportation industry (49 CFR Part 655: Prevention of Alcohol Misuse and Prohibited Drug Use in Transit Operations). As each of the administrations conduct their drug and alcohol testing programs somewhat differently the offering will help learners understand relevant definitions, who are covered employees, what types of test events are applied, what are the differences in accident-related testing, reasonable suspicion and reasonable cause, employee and supervisory training requirements, differences in testing for drugs and alcohol, and reportable violations. The regulations for this administration are included in the appendix.

  3. Participants will be able to describe SAP functions under FTA regulations.

  4. Participants will be able to discuss relevant definitions such as covered employee, recipient, subrecipient, DAPM, and other FTA specific terms

  5. Participants will be able to describe the education and training requirements for drivers and supervisors.

Module Six

Module Six is designed to provide US DOT drug and alcohol program information on the United States Coast Guard regulation of the commercial marine industry. As each of the administrations conduct their drug and alcohol testing programs somewhat differently the offering will help learners understand relevant definitions, who are covered employees, what types of test events are applied, what are the differences in accident-related testing, reasonable suspicion and reasonable cause, employee and supervisory training requirements, differences in testing for drugs and alcohol, and reportable violations. The regulations for this administration are included in the appendix.

  1. Participants will be able to define types of drug and alcohol test events specific to USCG

  2. Participants will be able to describe the differences in MRO and SAP functions under USCG regulations

  3. Participants will be able to discuss relevant definitions such as covered employee, serious marine incident, reasonable cause, chemical test, and stand down.

  4. Participants will be able to describe the education and training requirements for crewmembers and supervisors.
