Description:  The course provides the information that will prepare substance abuse professionals wishing to RENEW their SAP qualification to provide substance abuse evaluations for transportation employees who violate US DOT drug and alcohol prohibitions. This course is intended to provide a review of CFR 49 Part 40 that defines the alcohol and drug testing requirements for safety sensitive employees regulated by the US Department of Transportation.   All substance abuse professionals providing services to covered employees under these regulations are required to obtain 12 US DOT SAP specific continuing education credits every three years. SAPs need to clearly understand their role responsibilities and prohibitions of the SAP, their specific SAP responsibilities in the US DOT return to duty process, and understand the significant ethical and philosophical dilemmas related to the SAP duties.

Objectives: Learners will be able to;

Discuss the US DOT drug and alcohol testing program (49 CFR Part 40)

Identify the drug and alcohol testing rules (49 CFR Part 40)

Discuss drug-testing requirements, lab and MRO responsibilities.

Differentiate the US DOT modal administration’s drug and alcohol testing programs (FAA, FMCSA, FRA, FTA, USCG, RITA/PHMSA).

Discuss alcohol-testing requirements.

Describe Substance Abuse Professional responsibilities.

Identify specific SAP responsibilities in the US DOT Return to Duty process.

Elucidate the significant ethical and philosophical dilemmas related to the SAP duties.

We recommend that all participants thoroughly read 49 CFR Part 40, the Substance Abuse Professional Guidelines, (Addendum B and E) as well as the study guide including its glossary prior to taking the posttest. We have made every effort to design the study guide in a way that highlights information that will be critical to SAPs. Please pay attention to the underlined, bolded, highlighted information including footnotes which all may contain valuable facts to help you understand these regulations.
