Renewal requirements: Substance Abuse Professionals qualified to provide evaluations for covered employees under US DOT’s drug and alcohol testing regulations must obtain 12 continuing education credits every three years from their initial date of qualification.

Module Four covers the Pipeline and Hazardous Materials Safety Administration drug and alcohol program including SAP responsibilities.

 

Description:  
Substance Abuse Professionals qualified to provide evaluations for covered employees under US DOT’s drug and alcohol testing regulations must obtain 12 continuing education credits every three years from their initial date of qualification.  Learners who complete all six of our training modules will become more familiar with the aspects of the drug and alcohol programs of each of the six transportation administrations; the Federal Motor Carrier Safety Administration (FMCSA), the Federal Railroad Administration (FRA), the Federal Aviation Administration (FAA), the Federal Transit Administration (FTA), the Pipeline and Hazardous Materials Safety Administration (PHMSA) and the United States Coast Guard (USCG).
Module Four is designed to provide US DOT drug and alcohol program information on the PHMSA: the Pipeline and Hazardous Materials Safety Administration (49 CFR Part 199:  Drug and Alcohol Testing for Pipeline Facility Employees) and RITA: the Research and Innovative Technology Administration, the transportation research and technology industry.   As each of the US DOT administrations conduct their drug and alcohol testing programs somewhat differently the study guide will help learners understand relevant definitions, who are covered employees, what types of test events are applied, what are the differences in accident-related testing, reasonable suspicion and reasonable cause, employee and supervisory training requirements, differences in testing for drugs and alcohol, and reportable violations.  The regulations for this administration are included in the appendix. Important, please note: Except as we describe in each module of this training the requirements of 49CFR Part 40 apply.  Readers should be familiar with 49 CFR Part 40 before attempting to examine the unique differences of how the testing program is implemented in each US DOT administration.

5. Participants will be able to describe the education and training requirements for covered employees and supervisors.
