Description: Substance Abuse Professionals qualified to provide evaluations for covered employees under US DOT’s drug and alcohol testing regulations must obtain 12 continuing education credits every three years from their initial date of qualification.  Learners who complete all six modules on the US DOT modal administrations will become more familiar with the aspects of the drug and alcohol programs of each of the six transportation administrations; the Federal Motor Carrier Safety Administration (FMCSA), the Federal Railroad Administration (FRA), the Federal Aviation Administration (FAA), the Federal Transit Administration (FTA), the Pipeline and Hazardous Materials Safety Administrations (PHMSA) and the United States Coast Guard (USCG).
Module Three is designed to provide US DOT drug and alcohol program information on the Federal Aviation Administration regulation of the commercial aviation industry.  As each of the administrations conduct their drug and alcohol testing programs somewhat differently the offering will help learners understand relevant definitions, who are covered employees, what types of test events are applied, what are the differences in accident-related testing, reasonable suspicion and reasonable cause, employee and supervisory training requirements, differences in testing for drugs and alcohol, and reportable violations.  The regulations for this administration are included in Appendix A.  Important, please note: Except as we describe in each module of this training the requirements of 49CFR Part 40 apply.  Readers should be familiar with these regulations before attempting to examine the unique differences of how the testing program is implemented in each US DOT administration.

5. Participants will be able to discuss the return-to-duty process.
6. Participants will be able to describe the education and training requirements for covered employees and supervisors.
